The requirement
Most rooms in a Canadian house need a ceiling of at least 2.1 m (about 6 ft 11 in). That covers living rooms, dining rooms, kitchens, bedrooms, bathrooms and halls. An unfinished basement can drop to 2.0 m (about 6 ft 7 in). The rule is in the National Building Code (NBC 2020, Part 9, Article 9.5.3.1 and Table 9.5.3.1).

Under the NBC a kitchen counts as a habitable room. So it sits on the same 2.1 m as the living and dining rooms, not on a lower figure. You measure the height from the finished floor straight up to the ceiling.
You only need the height over part of the room
Here’s the part that trips people up. The 2.1 m does not have to be held across the whole room. It only has to be held over a set floor area. Once you’ve got that much, a low or sloped corner outside it doesn’t matter.
The required area is the lesser of two things. Take the room’s total floor area, or the figure for that room in Table 9.5.3.1, whichever is smaller.

A hallway, passage or main entrance vestibule is different. It needs the 2.1 m over its whole area, not just part of it.
Work it out on site
Say you’ve got a bedroom under a sloped roof. It’s a habitable room, and not the master. The ceiling rakes down to a low wall on one side. Does it pass?
- Find the target area. It’s an “other” bedroom. From the table you need 2.1 m over at least 3.5 m². If the room is smaller than that, you need it over the whole room.
- Mark where the ceiling hits 2.1 m. Run your tape up the slope. Mark the line where the clear height drops below 2.1 m. The floor on the tall side of that line counts.
- Measure the good floor. Pace out the floor area that sits under a ceiling of 2.1 m or higher. Say it comes to 4.2 m².
- Compare. 4.2 m² is more than the 3.5 m² you need. The room passes. If it had come to only 3.0 m², you’d be short. Then you’d need to raise the ceiling or push the low wall out.
The 4.2 m² and 3.0 m² figures are just an example to show the steps. Your room will give you different numbers. The 2.1 m height and the 3.5 m² area are the code minimums.
